- [NEWS: Brackley Town Hall restoration gets final HLF approval](http://www.inghampinnock.com/news-brackley-town-hall-restoration-gets-final-hlf-approval/) - Brackley Town Hall restoration project successful in securing final approval for £2.2m from the Heritage Lottery Fund We are delighted to confirm that the Heritage Lottery Fund (HLF) has approved the final application for £2.2m for the Brackley Town Hall restoration project. The project can now move forward and be delivered. The HLF’s national Board of Trustees approved the second round application at their July meeting a few weeks ago. Their contribution of £2.2m will be matched by around £500,000 from South Northamptonshire Council and £500,000 from Brackley Town Council bringing the total project value to around £3.2m. This announcement is the culmination of over three years of hard work by the Town Council who we have supported since the start of the project in 2012. Over this period we have: Prepared an initial options appraisal and helped the Town Council to organise resource and capacity to develop the project Secured match funding from the District Council and Town Council of around £1m and engaged the local community through events and consultation Prepared an outline business case whilst procuring and managing architects to prepare an initial design appraisal Prepared a round application to the HLF including a fresh and innovative activity plan Procured and managed a leading design team Prepared the round two application including the final activity plan and business plan alongside the design team. Brackley Town Hall was built between 1704 and 1707 by the 4th Earl of Bridgewater, Scroop Egerton, then Lord of the Manor of Brackley. It was constructed to unite the previously separate villages of lower and upper Brackley and was originally used as a place to trade wool and as a manorial court. Whilst the architect remains unknown there are tantalising links to Wren and Hawksmoor that we hope to learn more about over the coming years. When we were originally appointed the Town Hall was identified as ‘vulnerable’ due primarily to its condition. The interior of the building and building services had become inefficient and increasingly obsolete and there were numerous problems undermining its performance such as poor acoustic insulation, poor thermal insulation, poor quality services and the lack of disabled access to the upper floor and Town Council office. We have worked collaboratively with the Town Council, design team and numerous local stakeholders to find a scheme that re-orders the uses within the building, improves access and generates sufficient revenue to cover annual running costs. The preferred option for the building has been driven in part by the need to restore this wonderful building and give it a sustainable future and in part by the need to support the regeneration of Brackley town centre in which the Town Hall is located at its very heart. Kate Pinnock, Director at Ingham Pinnock Associates, said: “Brackley Town Hall is a beautiful Grade II* listed building with a wonderful social, economic and political history. However, it was clear from the out-set that we needed to find a way to breathe new life into the building to give it any chance of maintaining this role for another 300 years. We hope that we have brought a creative but financially robust approach to developing a future for the Town Hall and we look forward to continuing to work on the project and seeing it come to fruition. It has the potential to be an exemplar in historic building restoration, the innovative use of a publicly owned building and a catalyst for town centre regeneration. Peter Rawlinson, District and Town Councillor, the Project Champion, said: “After three years of hard work we were delighted to learn that our application to the National Lottery has been successful and that the restoration of the Town Hall can now go ahead. We can now make sure that we extend the life of this important community building long into the future, give it the care and sensitive attention that it needs, and provide a focus for the heart of Brackley as it expands. We will be opening our doors for the third year in a row as part of the Heritage Open Day programme this September. We will be putting on a range of events and exhibitions and again providing tours of the attic space which have proved to be so popular in the past. The policies which local residents were asked to consider were based on the results of previous public consultation and a programme of research. - [NEWS: IPA heritage pilot gets national attention](http://www.inghampinnock.com/news-ipa-heritage-pilot-gets-national-attention/) - We are truly delighted that the Broadland buildings at risk pilot has been recognised as making an important contribution to the development of a national programme for surveying Grade II Listed Buildings. Today English Heritage launches the first ‘crowd-sourcing’ project to tackle heritage at risk. Working with other bodies in the heritage sector and local authorities, English Heritage aims to provide the means for members of the public to volunteer to carry out surveys of England’s 345,000 Grade II Listed Buildings as a first step to continued engagement in saving heritage. The initiative is expected to empower local communities to become more actively involved with Listed Buildings and structures in their area. The announcement was made today by English Heritage’s Chief Executive at the launch of the Heritage at Risk Register 2013 and covered widely by the national media. English Heritage commissioned a series of pilots at the start of 2013 to test a range of different methodologies for potentially taking on the task of a national survey of Grade II Listed Buildings that might be at risk from neglect or decay. Nineteen pilots were carried out including the Ingham Pinnock Associates project, by varying combinations of councils, civic groups, consultants and volunteers. Our ‘Broadland Pilot’ was a unique partnership between us and Broadland District Council with other specialists from local government and private sector such as IS Heritage making up the rest of the team. It engaged a large number of volunteers to undertake building surveys across Broadland in Norfolk. Our approach sought to do more with less, by engaging, training and empowering volunteers from the local community to go out and survey a sample of the 900 Grade II Listed buildings in the district. The buildings ranged from historic walls, barns, village pumps, telephone kiosks, residential and commercial properties and even a set of village stocks. We were determined from the outset that the Broadland Pilot would just be about identifying buildings that needed help but that it was actually about putting steps in place to repair them and bring them back into beneficial use. Reflecting this, workshops with English Heritage and other specialists have already been held to review some of the buildings in detail and develop strategies to deliver repairs and maintenance and help bring them back to life.

As well as exhibitions and tours of the attic space, renowned local historian Professor John Clarke will be giving a seminar on the Saturday about Brackley. Brackley Town Council commissioned local specialist stone masons to undertake a programme of minor repairs to the Town Hall and have now received all of the necessary approvals to start work. The repairs, which were identified during regular monitoring of the condition of the Grade II* Listed Town Hall, will be carried out by Witney-based, O G Stonemasonry. O G Stonemasonry has a wealth of experience working with important listed buildings, with clients including the National Trust, many Oxford colleges, the Houses of Parliament and Windsor Castle. The firm employs banker masons and fixers with over 20 years of experience of working with local stones.

It is the one that is most adaptable to change.’* Whilst there is some doubt as to whether or not this is a quote from Charles Darwin, it has obvious merit and is a salient point when thinking about the future of town centres. As we all know, the fate of the traditional high street is presently much debated, with a large proportion of towns looking at a bewildering array of projects all aimed at improving their performance and clawing back footfall. Indeed, we are working with a number of different market towns and businesses helping them to do exactly that.

One trend in particular has caught our attention about the rate of house building starts and completions in rural areas compared to urban areas. The statistics show that from 2004 to 2012 the rate of housing starts per 10,000 population is greatest in the most rural areas of the country and lowest in the most urban areas. The same is true for housing completions.

- [SALIENT POINT: Are traditional town centres even more vulnerable than we think?](http://www.inghampinnock.com/salient-point-are-traditional-town-centres-even-more-vulnerable-than-we-think/) - We are all familiar with the difficulties faced by retail tenants locked into short and medium term fixed leases, faced with static overheads (at best) and sustained weak demand. Rents and rates are often simply too much and it is no coincidence that this is one of the most common reasons cited for businesses closing and a significant contributor to rising vacancy rates. Work we have been doing in many market towns recently has highlighted that alongside this, high proportions of owner occupier retailers can paint a misleading picture of health in some traditional centres and lull people into a false sense of security. In many instances, owner occupier retailers are 3rd, 4th or even 5th generation family businesses and are a key ingredient in what makes our town centres so special. Mortgages on their premises have long since been paid off and the principal property costs are rates and utilities. Relative to leaseholders, owner occupiers are in an advantageous position but even so struggle to survive in the current climate. So how much worse could the situation in town centres become if these owner-occupiers slowly decide to shut-up-shop and properties move onto the letting market? And how much do owner occupiers distort the picture of the true health of traditional town centres?

- [NEWS: Acle Youth Ambassadors](http://www.inghampinnock.com/news-acle-youth-ambassadors/) - Acle Academy and Acle Parish Council are delighted to announce the creation of two Youth Ambassador roles, to increase liaison between local young people and the Parish Councillors. At the January 2013 Parish Council meeting, Councillors voted in favour of inviting two Youth Ambassadors from the Academy to attend future Council meetings. The first two Ambassadors attended Monday’s Parish Council meeting. They, in turn, invited Councillors to attend future School Council meetings at the Academy.

We were delighted with the level of interest in the event and estimate that between 150 and 200 people attended throughout the morning. We will be collating all of the comments received shortly which will feed into our analysis of economic and community issues in Reepham. The interest in the event and the creativity of ideas put forward on the day speaks volumes about residents’ love for their town. There was a clear passion to support and preserve what is best about Reepham and a recognition that any changes need to add to what is special about the town.

The society sought to bring beauty in the form of art, music, books and open spaces into the lives of deprived urban communities. It was named in honour of John Kyrle, a philanthropist from Ross-on-Wye who dedicated much of his life to improving green spaces and the quality of neighbourhoods in the town.

The Market Place will be closed to traffic for festive stalls and events and the ice rink will be in the churchyard.

This is fantastic news for the Aylsham Town Team, who have been working tirelessly to reinvigorate their town over the last year or so. The funds will help to deliver projects outlined in the Regeneration and Delivery Strategy we prepared (undertaken at previous employment, Urban Delivery) and support the amazing raft of projects already being progressed by the Team including; the Frost Fayre, continental market, adopt a driveway scheme, branding, hanging signs, hopper bus, plus much more.

- [EVENT: Heritage Alliance debate on heritage & tourism, who needs whom?](http://www.inghampinnock.com/event-heritage-alliance-debate-on-heritage-tourism-who-needs-whom/) - We had a great evening last night attending the fascinating Heritage Debate hosted by The Heritage Alliance at Magdalen College, Cambridge. Loyd Grossman, Chairman of The Heritage Alliance, hosted the debate led by a panel of speakers including: Dame Fiona Reynolds, shortly to step down from Director General of the National Trust to become the next Master of Emmanuel College, Cambridge; James Berresford, Chief Executive of VisitEngland; Dr Marie-Louise Stig Sorenson, reader in prehistoric archaeology, and; Professor Robert Hewison, writer and visiting professor at Lancaster University. The topic for debate was ‘Heritage and Tourism: who needs whom?’ It was clear that all the speakers agreed that they need each other but that a careful balance needs to be struck to guard against the deterioration of heritage assets and the over-simplification of their role in our history. The panel represented a range of perspectives but all agreed that now more than ever, heritage and tourism have a mutually beneficial relationship. Key points of interest emerging from the debate included: Heritage contributes significantly to the economy. Heritage tourism last year from overseas visitors contributed £4.5bn and from home visitors (all 16m of them!) £4.3bn. Together they provided for 236,000 jobs in the heritage tourism sector The world is an increasingly competitive place and our heritage is vital to ensuring that the UK stands out on a world stage. Therefore heritage and tourism must listen to the market, keeping up to date with changing needs and tastes There is a declining interest from younger visitors in heritage, something that needs to be understood and addressed Authenticity is vital to ensuring that heritage is relevant and educational Day visitors are often much maligned in favour of longer stay visitors, but both are vital. Day visitors contributions are frequently overlooked due to the often intangible nature of their spend, but the audience was reminded of the devastating impact that a lack of day visits to places had during the most recent foot and mouth epidemic Although heritage tourism is important, we must remember that it only brings income to a small proportion of heritage buildings Heritage has a relationship with more than just tourism. It has an important relationship with issues such as regeneration and local communities The focus should be less on heritage in terms of isolated buildings and more on places and how heritage shapes the spaces within which we live. It was suggested that at present legislation does not help to foster this, often leaving buildings to be dealt with in isolation and the communities and traditions that help to form them separately Successful heritage tourism is simple in essence. It is about connecting people with places. And last but not least, the odd statistic was thrown in to stoke-up the debate. Perhaps the most startling was that Visit Scotland operate on an annual budget of around £60m whereas VisitEngland receive only £7m. The Heritage Alliance ran the debate as pilot and judging from the calibre of the audience and impressive panel line-up it will be something that is repeated, so watch this space. - [NEWS: IPA appointed to undertake options study for Brackley Town Hall](http://www.inghampinnock.com/news-ipa-appointed-to-undertake-options-study-for-brackley-town-hall/) - We are delighted to have been instructed by Brackley Town Council to work with them to consider future options for the provision of Town Council and other community uses in the town. Following the completion of the Brackley Masterplan and the progression of a number of large developments on the edge of the town, the Town Council is considering how to implement projects that can support the town centre and help them to deliver important community services. We will be looking at options for the use of the existing Town Hall which is in need of a programme of repair and other facilties in the town centre. This is the kind of project we particularly enjoy, combining heritage, creativity and town centre regeneration.

The introduction of the additional events in Aylsham has come about through ideas developed by the Town Team which is made up of members of various local stakeholder groups and Broadland District Council, Aylsham Town Council and Norfolk County Council.

With its status approved and funding provided by DCLG, the first part of the Neighbourhood Planning process focussed on a community planning workshop which was held in January 2012. The workshop attracted considerable interest with over 130 community members attending. After the workshop the Princes Foundation provided a report synthesising the issues raised during the workshop.

- [Croydon Cycle Station - feasibility study](http://www.inghampinnock.com/croydon-cycle-station/) - We were instructed alongside Transport Initiatives to undertake a feasibility study for the delivery of a new cycle station as part of the East Croydon Interchange redevelopment project. The purpose of the study is to test levels of likely demand for the facility and develop a series of robust business models that can deliver a commercially sustainable cycle station serving this growing Metropolitan Centre. In May 2011 the London Borough of Croydon was awarded funds by TfL for the development of cycle hubs, cycling communities and raising the profile of cycling locally. Part of the funding was for the installation of a new cycle station in the East Croydon Interchange project which is captured in the adopted East Croydon Masterplan. Our brief is to test the feasibility of this proposal. Our role is to review comparable cycle stations from across the UK and analyse their business models, identifying factors for success as well as issues that have led to failure and apply these lessons to develop a strong and sustainable proposal for East Croydon.
